Is there a way to use the pencil tool while applying patterns instead of the paint brush?

In a word, No. BUT, if you clearly describe the effect you're after it's quite likely that it can be accomplished by another method. Photoshop's versatile like that. |

I want to apply a pattern where I want it to be without the blending into the background that the brush gives you .
