How do you make rugged borders on a pic? like hatched or whatever?

Maybe this paper tutorial will give you a start. http://www.angelfire.com/pro/atomic_art/paper.htmlIt's not that great of an effect but mess with some settings and you will get there.

Now that I finally comprehended the word hatch, if you mean an effect like a hatched egg, then just use the polygonal lasso tool and start making selections and deleting.
