Unsharp mask is your best friend. Search for it in the quick search. I know I explained it indepth at one time. If the photo is too blurry however, you may be out of luck. You can only bring so much out of a photo. Have a word with your photographer in that case. ;)

Um...it's a filter in Photoshop. Do you own Photoshop? Did you use the quick search?

You should be using Unsharp mask. Pending on your desired resolution, there are certain amounts that the amounts should be set too. First set your Radius. That setting is Resolution divided by 200. Your amount is a visual thing, but should start at around 200%, either going up or down. Threshold is where your tonal steps are effected. A recomended setting is 3 or 4. Anything above 10 is bad, unless its the effect you are looking for.

It should tell you where it is in the first page or two of your instruction manual...

Or you can just look at the top of the screen where it says "Filter"

Filter>Other>High Pass - you probably need a setting of around 3-10, then set the layer blend to hard light and reduce the opacity or soft light and leave the opacity alone.

Remember to run the high pass fiter on a duplicate layer

.. strangely on a completly unrelated issue x) my educational copy does not have this "manual".. although I did get uber book that has like 500 pages of how to use photoshop .. but anyway back to the subject..

make sure your scanner is clean thats most likely the cause of blurry photos :\ the dust on scanner beds is easily picked up :(.. but in either case go with the unsharpen mask XD, make sure you adjust it right or else it will come out super crappy.

There are many ways to fix up a photo.

You can use the healing brush and patch tool to get rid of dots etc.

You sound like you need to buy a basic photoshop cd that has videos that teach you Photoshop 7 from ground up.

If you cannot find one i teach Photoshop on video, which is on cd, to check quality you can watch free videos on my site.

The quality of the online videos are much lower for download time.

Anyways, many people have cd's for sale, also you can check on ebay.
