it's definitely possible. though i imagine he used the airbrush as well for shading and things.

Lol i'm not that pro, I need to find me a tutorial on how to do that with filters or something

Just experiment with the filters under Filter > Artistic you'll find something similar there.

if the artist used Photoshop, this is what we called "lasso tracing" or if he used Illustrator, it is called "vector tracing".. u need to learn how to use pen tool in Photoshop or Illustrator to do something like that.. NEVER use filter.. it's not a good thing to do..
