Ok well i found out what you could do in Photoshop 5.5 but i dont think its exactly the same but then again you probably could if you spent enough time on it I only spent about 2 minutes on figuring out what u need to do. In photoshop 5.5:

you could use most of the things in Filters>>Artistic

this will give you the effect like the one on the page. or similar. basically it cuts down on all the different coloured pixels and makes them into a few base ones just like on that site and how the mans face was broken down into about 12 colours.

To get this look i used Filters>>Artistic>>Dry Brush

its not the best job because i only took a few seconds but if you took your time you could most likely get it like you wanted, or use one of the other filters in the artistic category.

if you find that it says Forbidden, than just remove the end of the address (dan_pic.jpg) and then go to the mrdanforth.8m.com and then go to it so it thinks you got linked from it. again its one of those safety things so i dont image host on them. which im doing anyways
