How do I make a color outline something?
Like if I had a picture, how would I make a border around the edges/?

CTRL+A
Choose the lasso / marquee
RightClick on the image
Choose "stroke"
Check "inside" and the width of the stroke you want.

The colour can be the background or the foreground colour.

Yeah and to know why, do a search and see a list of random titles that have no meaning and you get the point. Helps everyone out when they are looking for something, to have a title that describes in general what you are asking.
