looks to be like a vector drawing incorporated with actual images ? animated in flash or something so I guess you'll have to whip then pen tool out ;) or... you can umm try and distort the car but stretching it and skewing it or whatever to get the car looking the way you want it, then try the cut out filter.. but I think making a vector image then incorporating it with real parts of the car (the wheels) ? would look sexsier.
