hmmm. thats kinda strange. I would go to image>mode and check that menu. Make sure your in RGB (or whichever mode thats compatible with the web..ex:grayscale).....and make sure your in 8bits per channel. The only way i know that wont allow save for web is if your in 16bits per channel.
