You can go to school for that sort of thing. Learn the fundamentals of design and things should turn around for you.

I mean a tutorial that goes through step by step the creation of a specific design that the writer chooses. Not a tutorial about every single aspect of web design.

yeah is called going to school, each day you cover different topics, ranging from layout, typography, traditional drawing, painting, light and colour design, photography, and even web design.
try it is fun, art school chicks ROCK!.

Once you get there you can scroll down to "Webpages with Photoshop" and maybe this is something that you may be looking for. While you're here, you can check up on all the other tutorials offered here.

You can also take note of features you find on web sites, or graphics, and post links so we can see them. That way if gives us a better idea of what you are looking to learn about. Your question is very broad, kind of like, How do you draw, or how do you use photoshop. Check the resources section (below) as well. Scope out some of the tutorial sites and see what interests you. There are some really good designers here, so keep posting. =)
