Make a teal square and then a gray one behind it, one or two pixels down and to the right. Then select a square around it and go Edit>Define pattern... Then use the pattern.

hmm......... I know how to make inset effects but that seems very simple thanks

Just take that pic and zoom in on it ALL THE WAY in Photoshop. You'll then see how he did it.
