How did he get such a cool wind effect on the "graphix-mart" text?

Also, how did he achieve that effect with the portfolio text?

fatter wind effect:

try duplicating your text layer then applying the wind effect a couple times..

now duplicate that layer....the more you duplicate it the fatter your wind effect will appear.

Portfoilio text:

Looks like he duplicated the text layer and applied a huge amount of >FILTER>BLUR>MOTION BLUR
