I know how to print a picture with a border, but I now want to set a border within the picture and save it including the border.

if it's just a background layer, double click the background layer so its totally editable, then cntrl+a or control and click on the layer to select the whole layer, then go to edit>stroke and apply a stroke, make sure the "inside" option is selected.
