Hope someone can explain this for me

So my friend made this image, he lives in AZ and im in OR and he wont take the time to explain how he made it...Soooo Im hoping someone in here will be able to enlighten me. I guess its pretty easy..he says it was done using blurs and Free Transform...but I've been trying alot and havent come up with anything even remotely close.

Oh and just to clarify...im just talking about the light source areas(the parts that are white and fade and whatnot)
I understand the rest, like the text and grid faded in the background

So, I guess they are made with Radial Blurs....any one know of a good tutorial for learning this? When I use a Radial Blur is sure doesnt come out looking like that.
