Layer > Rasterize > Type

Make sure you are in RGB mode so you have all the filters available.

When you create a new document towards the bottom I beleive there is a menu from which you chose Grayscale/RGB mode/Blah blah blah. You need to select RGB mode. Or at the top of an already made document to see the type it will say example: Untitled-1 (RGB)

If you're using Photoshop 6 or 7, try seeing what you can accomplish using Layer Styles.

This allows you to keep your text in resizeable vector format, while still applying a lot of different effects.

sounds like you're working through Greg Vander Houwen's Fire turorial.

Patience and perseverance will get you where you wanna go with that technique. Keep working at it. His instructions, as far as I can tell, are clear and without mistakes.
