hmm, they might have duplicated the layer, and used a gaussian blur on the top layer, and set the mode to overlay. that's what it looks like to me EDIT: i tried that technique, and here's what it looked like. I also used the smuge tool a little on the bottom layer, and used the dodge and burn tool a little on both layers. It doesn't look exactly alike because i worked on it for only a few minutes, but you get the basic idea. if you work on it longer than i did it should look pretty good.
