i want to know if there is a way in photo shop that i can have text that swirls. EXAMPLE: i want a sentence (ex. i love cats and dogs) to start at the top of this picture and then swirl into the eye like a circle. is there a way to do that?

Not very easily without rotating each letter. Illustrator, freehand, and corel draw can all do that easily though.
