How would I go about making this effect without airbrushing. The guy who did it said, he did not do airbrushing. Also it was done on PS...

ur talking about the green stuff, right? it doesnt look airburshed. more like a lot of gradients with some adjusted blending options. or a bunch of shapes...

It's a noised 3ds max shape. I'm 100% sure that it's a 3D program, however with some work and textures you might get that same effect.. or at least come close.

blending modes is... - I could achieve the same effect with a little extra work by making lasoo shapes and gradient-ing the heck out of them...then blending the layers with violent options - like vivid light, pin light, color dodge..stuff like that
