Dodging and burning |

I had finished working on a b&w photo when I saw an area that needed to be burned in. However I was unable to do it, I assume because a layer or something was in the way. Is there a way to do burning or dodging sort of after the fact or should I do that very early on when I begin to edit the original photo? Thanks.
