Why can't I set only height/width of a rectangle?

What if I want a rectangle to be 15 px high but I don't know how long I want it to be? If I just want to drag its length. Or what about a rectangular marquee like that?

Keep an eye on your Info Palette and drag your rectangler out so it's close to the size you want.

Then, Free Transform it, and use the Options Bar to enter exact values.
