How can I make this?

That's just a rectangle with a gradient. Make a selection the shape that you need. Then make a new layer (do not deselect). On the new layer take the gradient tool, select a white color and light gray color (or whatever else you need), drag a line from the top of the selection to the bottom, or visa versa. Then click edit >>> stroke >>> 1px, and pick the need color. Deselect. Double click that layer, choose drop shadow, lower the opacity on it and play around with the settings. Enjoy.
