Batch processing should be explained fully in your manual and the help files. It's pretty self explanatory, just explore the File > Automate > Batch area. I usually just use the web gallery creation thing though, that way it reduces the images, and makes thumbnails for you as well.

Long winded?

Open a file first - any file.

Click the actions pallete, then go to create new action.

Click edit, then resize image then the options you want then resize. Click OK and then click the stop button on the actions palette. Then go to File, Batch... and click the action you made and the folder you want and then check save. Then OK.

You'll have to choose the quality after each one (anyone wanna tell me a way around it? - maybe have a save as... action in the action) and then click OK but its no biggie.

You can select the quality in the action. Long winded I meant because there are some other options with getting the files, saving them and how they will be named, etc. You can basically pick a directory, open all the files, convert them, then save them with incrementing names to another location in the batch process. Pretty cool to watch when you have a few hundred to change. Photoshop goes nuts. If you have to change the quality or something else you can tediously set it so it will stop on each motion in the action.
