Animated lookin Pics

Rapper looks almost animated
Hey can anyone tell em how he got this guy to look so amazinly fake or animated. Its looks alomst painted. Any help would be great.
P.S. His graphic is on a freeserver so may be down a couple times bare with it please

From what I can see, it' a simple picture where he added scanlines and put it on overlay or something similar...

naw its no that look at this pic Another example Now look the rapper looks almost animated or panted. I know how to do scan lines but not how to make them look all glossy. Sumone said it mite be a smudge tool sumthin I dont know.

Try running a slight median filter over them?
Those examples don't look too drawn to me, but maybe you'd achieve the effect with copying the layer, and changing it to overlay or something. To get that funky contrast.

That is what a binary looks like to a text file....

But it just looks like a dude was pasted on the image and they chose a blending mode like hard light or overlay? just check through them and it will look obvious.
