How can I add a filter such as the Wind filter to certain parts of my image? What should I use? Thank you.

you should use some fairy dust and your magic staff... or... the selection tools. Press F1 and look for: 'selection tools'. |

Seriously, would you like me to come over and work the mouse for you??? Photoshop won't blow up your computer if you start trying things and playing with it. Did you do any reading like we told you??? |
