Filtering Certain Parts of Layer

How can I add a filter such as the Wind filter to certain parts of my image? What should I use? Thank you.

you should use some fairy dust and your magic staff...

or...

the selection tools. Press F1 and look for: 'selection tools'.

Photoshop won't blow up your computer if you start trying things and playing with it. Did you do any reading like we told you???
