Is there a way of adding a blue light filter over photos so it looks like the picture was taken in a room with a blue laser/light?

I'd use image>adjustments>color balance and play with that...

i would go to the filter menu > Render > Lighting Effects Then set the light type to a blue color and experiment away! |

I'd use a Color Overlay Adjustment Layer so I don't permanantly alter my original image.
