Hi I am not sure if this is the correct spot to ask for help.

I want to know how to create the same type of corrosion you see at the very first page of http://www.pixelranger.com

If you look it is very slight but has a great effect overall. Can that be done in PS 6?

sure it can.
I'd say you go get some nice grungy brushes (search the forum for links) an just use low opacity or overlay as blendingmode or something.
