How can I make a Rubber Stamp Effect?

I am trying to find a tutorial so that I amy make a rubber stamp effect similar to the one used on this image:

Make an image that you want to use as a stamp, afterwards, make sure you have only that layer visible, (that is dont have a background) then go to edit --> define brush.....

Now in your current brush selection you will have a new brush. If you save your current brush set as something else, you can start making your own brush sets.

The part I can't figure out is how to make the stamp texture.. as in the image I pasted the link to above.

You can make a square/rectangle like that and then stroke the outside of the selection with the color of your "stamp." Then you can take the several lasso tools and cut little parts out to make it look stamped. Then, possible mess with some filters like noise and maybe some blending modes or something. Then, download the font for your stamp and type it in there! That probably wont help but I tried!

I sure couldn't find it... But if your refering to the Tool Tutorial that is not what I want... I want to create a ruber stamp effect not the tool.
