Need to scale something down

How do u scale a picture down after u pasted it onto a backround while still keeping the proportions right? I used to know but i cant remember anymore.

Press Alt+I, I.

Or press CTRL+T, and hold shift while you drag the handles.

If it's in it's own layer then press ctrl-t and do it.
