Where can I find a filter similar to this one? They are using gimp but I need the filter for Photoshop.

Well i think you can do all this with the liquify filter, seems to be the best tool for this kind of job.

If you're working with 7, go to filter => liquify

if you're working with 6 image => liquify

I know how use the liquify tool, but I need the pensel effect. Any ideas ?

search google. i always see pencil effect tutorials. your supposed to check a search engine before asking here anyway.
