Golf ball bump map

Hi there

Finally I found a bump map for a golf ball but I want to improve it so can somebody tell me how this image (follow the link below) was made. I guess it has something to do with polar coordinates but I just can't get it right.

Create a new image 10px X 10px (white bg)-- with a 9 point black dot in the center.

Define a pattern, and fill a new image 800x300 with the pattern.

Then Sperize and play with the settings.. might not be an exact duplicate, but play with it and you will be able to make a very similar image.
