Sticky Rollovers

I'm duplicating a nav bar. I've made a secondary menu pop up on rollover of the main nav bar, but it disappears when you try to select any of the things on that menu. I would like to know how to get it to stay, like on Microsoft's knowledge base website

The Support menu there is what I'm trying to duplicate. If you look closely, the person who made it, did it kinda crapily :-P

Also, how do you make a shape with an outline without using the drop shadow effect? Thanks in advance.
