Forgive my ignorance, but drag what down to the new layer button? When I put my cursor over the new layer button, it gives me a circle with a line through it.

a shortcut:
when you drag a layer (in the layers pallet) down to the "create new layer" icon (next to eh garbage icon), then it will make a duplicate of that layer. Or you can right click (assuming your on a pc) a layer and select duplicate.

Then you can edit the new duplicated background layer. But chances are it is flattened - ie. The image is flattened to the background. In which case you might have to do a little selecting to cut the image out.

Oh and when you save a .jpg it is at 72 dpi. It is a compressed web format. If you are sending an image to the printers - do not send them a .jpg - use .tiff or .eps format.

Whichever layer will work. Right now, there is only one layer that exists, the background layer. At least that is what it calls itself in the layer section.

if i read this correctly...
sounds like the image has been flattened/merged
in which case nothing remains editable...

at least thats what i see here

It was in 16 bits/channel. Changed it to 8 bits per channel and was able to create a new layer!

If you convert it to a jpeg, no matter what, you are going to lose quality. It is just the nature of the file. Unless you have a PSD file with all the layers in tact, then you are out of luck. Tiff's are for print, jpegs are for web.

To get your layer effects to work, you have to unlock the background. Just double click the layer.
