How do I make a grid background in photoshop?

refer to step 1 thru 8 in your case
altering the use of a 1px width Vertical & Horizontal Line Tool for Step 2 like this


then continue on to step 8 to get this

Or you can make the half square like heathrowe said and (make sure the background is off - deselect it by clicking the "eye" icon on the layers pallet.) Then go to Edit --> Define Pattern. Give it a name. Now you have a pattern fill that is a grid.
So select on your project what you want a grid on and go to
Edit --> Fill --> Use (drop down to Pattern) choose your grid pattern.
