any way if it was ive been playing with for half out and get it anything like this sig i showed yas :S any help?

hmm, plugin was for u May be before ask 'advanced' help you will read usual help of Photoshop (f1) : do you know some standard things in photoshop or u are beginner? i'll make tutor for u tomorrow how_to_use_this_plugin.

Time for work: 4 min

1. file --> new 600*200 px (hehe) black background
here
2. New transparent layer.
3. On new transparent layer filter ---> dragonfly ---> sinedots
4. use default settings but be sure that options "inverse" uncheked
look at this

Our result is

5. Deplace this layer like here:
click

6. Copy this layer 4 times (or as u need) and rotate every layer, transform it (edit ---> transformation ----> rotate) as you need

7. Flatten image
Click here
For unlock your layer use alt + 2click on it.

8. Colorize it how u like: i've used
241, 84, -36 for make similar color with your example
here

And your ugly blue thingies are ready
