"tone" effect,how do I do it?

I'm looking for either a filter or an action for Photoshop (6.0) to do the following with an image:

It's sort of like a comic-book screentone effect, I'm ot sure what to call it. I've seen it around and I'm wondering if anyone could help me out.

i may be getting it all wrong, but are you trying to apply that look to images?. or get a certain pattern.
if you're trying to get that "screentone" effect on other image..
is called a halftone...
filter-->Pixelate-->Colour Hafltone
4 is the smallest point size... play around with that..
