Making realistic hair

I took a photo of a person's head and traced it in photoshop. Then using only the brush (and color picker :D ), I recreated the skin etc. But I am having a real hard time recreating the hair. I've tried about 2 different ways and started the hair completely over at least 3 times. I just can't get it to look like strands of hair! Any suggestions? (please try to give an answer that uses the brush, I'd rather not use any filters if I don't need to.)
