Need Major Help!

Dear Mr. Photoshop,

Recently I've been trying to figure out how I could create this effect.

The person who made it said it was just the line tool but is that the correct way to do this i want to create this effect of this vector drawing but have the orginal image behind. Please help.

Line tool is fine if you're patient. Else you can use the Pen tool to trace the lines manually. Either way, both require some sense of artistic ability; a filter won't do the job for you.

What you would do is do the outline, and on a seperate layer you'd do some color touch-ups, but not cover the entire image. That way you'll be able to give it a vector-ish look while retaining the original image behind it.
