White out an image

I wish to have an effect similar to the graphic below on the Dave Mathews Band site. The group members have been cut out from an image and then their color values removed, leaving only a white image outline. If you know how to get this effect please reply.

try fooling with the glowing edges... or import a picture and trace it

Im not sure if this is the hard way or not, but use the lasso to select everything you want. Inverse the selection, delete and then Inverse again, fill with white then add a black stroke around everything in the layer styles.
