How do i theme a multi layered graphic with the same colors and it looks decent?

you can use a program like www.colorschemer.com to find complimentary colors and to help you pick out color schemes... if that's what you mean..

what i mean is say i got a blue shapes background and paste people on top in new layers, im looking to theme the people with the background colours, any ideas???

Yes.

Image > Adjustments > Hue / Saturation

Click the "Colorize" check box, and then play with the sliders to get the color you want.
