Can you create vector images in photoshop? Or is there another program you should use?

You can create vector images in Photoshop by using the pen tools and shape tool. Photoshop is a nice app for vector practice before jumping into a full vector application like Adobe Illustrator or Macromedia Freehand.
If you want to export your vectors out to another program like Macromedia Flash, I don't suggest using Photoshop for the job as it won't export out to SWF like Illustrator or Freehand can.
