if you download fonts off the internet, can you insert them into photoshop, and acutally use them?

Yes, just copy them into C:\windows\fonts if you use a PC.

Make sure you extract them first if they are in zip format, and just copy the TTF files and Err, I dunno there is another one that windows use but most are TTF.

There are also bitmap fonts, which aren't all that good, I don't think they can be anti-aliased, they don't always look the same printed, and because they use bitmaps instead of vectors, they take up more (disk) space and don't look so good when resized.
