I'm an expert with blending, overlapping, blurring and such, but when it comes to this tutorial, and ACTIONS, I'm a total newb. :o
Can someone tell me, exactly how to use the ACTIONS?

All the info. you'd ever want on actions exist in the help of Adobe Photoshop. Help > Contents and search for actions.
