What filter is this? Photoshop 7 help

Hey, I need to go from this:

Current

to this:

Target

What I'm not sure about is how to get the streaks going on in the left side (the vertical ones). We're not allowed to draw anything, just use filters.

Any ideas or help is appreciated.

The assignment was to use three original images:

Image 1
Image 2
Image 3

and create the target image from them. Everyone I know has hit a roadblock at the same spot I've been at. So, if any of you experts have any insight, I'm all ears!

The streaks looks like Stylize->Wind.

Not the streaks in the bottom half, I have those already. Look inside the sphere in the Target image. There are some semi-transparent vertical stripes that are not uniformly spaced.

Judging by the assignment specs, I'm guessing that's a filter? Just create an oval mask over the sphere and use whatever that filter is? I can't seem to find it though.

try screwing with the lens flare - but build that before you spherize, and mess with the brightness of it. - also be sure it's on the same layer as whatever you spherize ( be sure to duplicate your layer before you use the filters, in case I'm way off the mark.)

tell your teacher to quit teaching you filters and teach you practical, commercially viable uses of the program - (OOPS! there I go again... my bad :D :D )

Yeah...heh. Well that's the thing. This class it's for isn't even about Photoshop. It deals more with compression and watermarking and things like that than anything. Not sure why we have this project.

Then, of course, we didn't get any instruction. Just "Do this -- and you can't draw anything". Oh well, close enough.
