this might be a weird question

Can anyone tell me what terminology would be used to describe a picture with the effect used in the picture that I have posted below? I know there must be a name for it and I've been looking everywhere trying to find it. I'm trying to find a tutorial on how to make a photo like this one. :confused: Any help would be greatly appreciated.

Motion blur? .. Duplicate the actual layer, change a little of the transparency and motion blur it. Should take a bunch of layers before getting the effect.

Thank you sidez, I will try what you mentioned but I'm also going to try to find a tutorial that may make it easier for me to learn. I noticed you changed the image to a link, I hope I didn't break any forum rules by posting it, I'm sorry if I did. I must admit I didn't read the terms of use before posting. :( If anyone knows of any tutorials or even just other examples of photos like the one in the link I'd appreciate if you could share them with me.
