how to make stars or nova stars or something?

I want to know how to make little star like things. they look kinda like a firefly?

New Layer/Layer effects/Outerglow/white/ and paint little white dots - if your background is a picture with many colors and you use PS7 try to give your stars a Vivid Light blending on the Outer Glow effect - kinda looks like fireflies afterwords...
