ok my friend was tellin me 2 do this on AIM... and i jus wana know what does he mean by Twist??

i used a circle marquee. add noise, radial blur zoom 100% best, duplicate, [b][u]twist 40[/b][/u]. and duplicate, plastic wrap. merge first 2 layers, add color dodge.
