once ive made an effect, how do i use it?

once ive made an effect, how do i use it on my banners, top images and the like?

That question really doesn't make any sense. Usually an 'Effect' would be used in the image you are creating, not made seperately and then dropped in to some other image. Maybe an example of what you are talking about would help.

well, like at www.anime-xero.com, their top image has that effect that he made, how did he put that effect on it? say i made that effect how can i use it like he did.

He made that image to work with his web site. You can't make and image and then expect to just drop it somewhere.
He didn't make an image and then decide to use it with the web page.

Please explain more if you are still confused.
