is this done with brushes?

The main image, the edges are all whispy and swirly.

Is this some sort of grunge brush technique?

Yup. Though that particular one looks more like scribbles with the 1 pixel pencil tool and some typography.

im sure its dnoe by Dynamic brushes. experiment with the brushes options im sure that you will find a batter brush style.

Hmmmmm. I disagree. the lines are too fluid and whispy to be done w/ pencil tool. I'm talking about the top and right hand side of the portrait.

Go search for some grunge brushes. You can get that same effect by either erasing the image or erasing a white layer above it.

Check the resources section, there are a couple of great grunge brush creators in there - (names are not coming to memory this second.)
