Covering a image in color

How would I go about covering an image in a particular blue but not see any of the images original colors.

IE: http://www.joelbertomeu.com/img/top/photo2.jpg

I tried adding a layer onto the image and chaging the fill to a lower setting but that did not work.

Change the layer styles with the colour. EG: Overlay, Multiply, Hue, Saturation, Vivid Light etc...

or use...errm...(I'm not on my home PC with photoshop right now, apologies if this isn't perfect)

image>adjust>hue/saturation
click the colourise checkbox and tweak the hue.

Just make a new layer, fill that with the blue you want, and change it's layer mode from normal to "hue", or "color". That's it.

Adding and adjustment layer is probably the most filesize friendly and also allows you to modify the result with ease.

thehermit got it in one.

An alternative is to use a hue/saturation layer and set the saturation to -100%, then on top of that, create a fill layer with whatever colour you want, and then you can use loads of different blending modes to get different effects instead of being stuck with only the "colour" option.
