how do i use effects ive made

Ok, this may sound confusing. I have made effects and everything such as the lightning effect on the techniques page of this site. Say I just made the lightning effect, what do i do know? how can i put it in text and stuff, like the example on the lightning thing? I cant figure it out, ive made the effect but how do i use it like the effect at this page. www.anime-xero.com their top image uses a cool effect, how can i make my effects work like that? how the images are in back and stuff? i just can figure it out, im an idiot i guess. Someon please help me fast! PLEASE! if you can even under stand me.

p.s. sorry if this was something i should have put on the newbie part. i didnt know if this would be considered advanced or not, o well, i asked it here, so this doesnt matter. later
