[help] how do they do this...

I want to know how to make this image look like its drawn from a real picture. I know for a fact that these were real pictures at one point and turned them into these imaeges. Can anyone help with a similar technique on how to do that?

By drawn from a real picture I assume you mean having it look like this is the actual photograph, rather then the fact that it is multiple pictures put together as one?

All the person did was cut out images of the people. Had a brick wall background layer. Flattened it all together and added lighting effects. What you need to do is practice cutting out objects from one picture and super imposing them onto another. It is tough because a majority of the time the image nearly always looks cut-out. I think this person did a spectacular job, and if I were you, just starting out, dont get too discouraged if yours doesnt look as good as this. It takes lots of practice.

Try messing with the smart blur filter and using a combination of layer blend modes and hue saturation.

By the way, is there a filter or action(or anything similar) that makes a photo not to seem so... real?

there are programs that can make it look like drawings and paintings.. i don't really understand what you want.
